U.S. vs. EU Free Trade Zones: Export, Import, and Production Values!
FTZ News: America’s Foreign-Trade Zones move nearly a trillion dollars of goods a year. Europe’s free zones move far less, but promise more.
The two systems share a common purpose: to make trade cheaper and production more competitive. They achieve it through very different architectures. One is a sprawling, pragmatic customs machine. The other is a patchwork of national experiments constrained by single-market rules.
Scale and Structure
The United States operates roughly 200 active Foreign-Trade Zones and more than 260 approved projects, encompassing about 1,200 to 1,300 individual operations across all 50 states and Puerto Rico. These are not vast contiguous industrial parks. Many are company-specific sites or multi-user facilities near ports of entry. Their power lies less in land area than in throughput.
In 2024, the latest year with complete official figures, merchandise received into U.S. FTZs reached $963.8 billion—the second-highest total on record. Of that, roughly 61 percent involved production activity rather than simple storage. Exports from the zones totalled $133.5 billion. Employment stood at approximately 543,000, with more than 80 percent of those jobs tied to manufacturing. Texas, California and Arizona lead in employment; South Carolina and Florida punch above their weight in export intensity.
Europe presents a more fragmented picture. As of the early 2020s, the European Union counted around 62 active free zones under the Union Customs Code. The number has been declining for more than a decade. Spain, Italy, Poland, Croatia and Romania host the largest concentrations. Unlike the American system, many European free zones occupy defined physical areas and combine customs advantages with tax incentives. Poland’s special economic zones alone covered roughly 22,950 hectares at the end of 2025, with cumulative investment exceeding 164 billion zloty (more than $40 billion) and employment near 357,000. Individual Spanish zonas francas, such as Barcelona, and Portugal’s Madeira Free Zone remain significant, yet no single EU-wide figure matches the scale of U.S. FTZ merchandise flows.
Precise half-year 2026 data for both systems remain incomplete. Early indicators suggest U.S. FTZ activity has remained robust amid elevated tariffs, with operators reporting stable or rising volumes in surveys conducted at the end of 2025. European free zones continue to operate under the tighter constraints of state-aid rules and the single market, limiting their ability to offer the aggressive fiscal packages once common in Asia or the Middle East.
Trade Flows and Production
The American model excels at volume. Nearly a trillion dollars of goods moving through FTZs in a single year dwarfs the combined activity of Europe’s pure free zones. The inverted-tariff benefit—allowing companies to pay the duty rate applicable to the finished product rather than higher rates on components—has become especially valuable as tariffs have risen. Production inside FTZs is concentrated in electronics, vehicles, electrical machinery, pharmaceuticals and energy-related goods.
European free zones generate more modest trade volumes but often pursue broader industrial policy goals. They aim not only to defer duties but to attract investment, create clusters and support regional development. Tax reductions and simplified procedures feature more prominently than in the American system. The trade-off is greater regulatory scrutiny from Brussels. Preferential regimes must continually demonstrate compatibility with state-aid rules, a requirement that has forced redesigns and, in some cases, the quiet disappearance of older schemes.
Comparable figures for total exports, imports and production value across all European free zones in the first half of 2026 are not published in a single official source. National data show strength in specific locations—Polish SEZs, Spanish free zones and Italian instruments among them—but the aggregate remains far smaller than the U.S. FTZ system’s nearly trillion-dollar merchandise receipts.
Investment Attraction
Here the comparison becomes more nuanced. U.S. FTZs primarily serve existing manufacturers and logistics operators seeking to manage tariff costs and cash flow. They are less often marketed as greenfield investment destinations. Their contribution shows up in retained production and cost savings rather than dramatic announcements of new factories.
European free zones and special economic zones more explicitly chase foreign direct investment. Poland’s zones have accumulated tens of billions of dollars in capital over decades. Spain’s free zones and Italy’s southern instruments advertise tax and customs advantages as part of wider regional strategies. Yet the overall European free-zone universe remains smaller and more constrained. The single market’s rules prevent the kind of aggressive, long-term tax holidays that characterise many Asian and Middle Eastern free zones.
Philosophy and Constraints
The American system is national, relatively uniform and operationally focused. It treats FTZs as tools of trade facilitation within the customs territory. Political interference exists, but the framework has proven durable across administrations.
The European system is national or regional and politically negotiated. Free zones must navigate both domestic politics and the European Commission’s oversight of state aid. This produces greater variation—and greater fragility. A regime that looks attractive on paper can be reshaped or wound down when Brussels objects.
Both systems face the same external pressure: the return of industrial policy and higher trade barriers. In the United States, FTZs have gained relevance precisely because tariffs have risen. In Europe, free zones are being asked to support reindustrialisation, the green transition and supply-chain resilience while remaining compatible with single-market orthodoxy. The tension is structural.
The Numbers Gap
Reliable, comparable half-year 2026 statistics for total area, export value, import value, production value and investment attraction across the entire European free-zone system do not yet exist in the public domain. The U.S. FTZ Board publishes detailed annual figures; Europe does not consolidate its free zones in the same way. What is clear is the order-of-magnitude difference in trade throughput. America’s zones handle volumes that European free zones, taken together, do not approach.
Scale is not everything. Europe’s free zones sometimes deliver denser industrial clusters and more explicit regional development effects. America’s FTZs deliver larger absolute trade flows and more systematic tariff management. One system prioritises operational efficiency at national scale. The other prioritises targeted incentives under tighter political constraints.
Neither has solved the deeper problem of how advanced economies retain high-value production in an age of mobile capital and strategic trade policy. Both remain useful instruments. Neither is a complete industrial strategy./.
