Amarillo Takes Over Phillips 66 Borger Subzone Grant

FTZ News: The Foreign-Trade Zones Board has approved a change of grantee for the Phillips 66 Company subzone at Borger, Texas.

FR Doc. 2026-19380 ran in the Federal Register on Sept. 22, 2026 (91 FR 60082) as Board Order No. 2185. The City of Midland, grantee of Zone 165, asked that the grant for Subzone 165A be reissued to the City of Amarillo, grantee of Zone 252. Amarillo accepted if the Board signed off. The application was docketed March 4, 2026. Christopher Abbott signed the order as Deputy Assistant Secretary for Policy and Negotiations, performing the duties of the Assistant Secretary for Enforcement and Compliance and Alternate Chairman. The document was filed Sept. 21 at 8:45 a.m.

The Board recognized Amarillo as the new grantee and redesignated the site Subzone 252A, subject to the FTZ Act and 15 CFR 400.13. It found the statutory tests met and the proposal in the public interest. Phillips 66 remains the company named on the Borger facilities. The notice does not list acreage, street addresses, or production authority and does not record a Customs activation.

Zone administration for that grant now sits with Amarillo. Operators and brokers who dealt with Midland on 165A will deal with Zone 252 under the new number. Throughput at Borger is unchanged by the order. Whether entries may use 252A depends on the operator and CBP, which the Board notice does not settle./.
