The latest wave of disruptions, intensifying in early August, has already forced production cuts at major industrial sites in Romania and strained transport arteries that serve export-oriented facilities across southern and south-eastern Europe. For zones that depend on reliable power, continuous labour availability and efficient freight movement, the effects are neither abstract nor temporary.
Energy Constraints Hit Manufacturing Zones
Romania’s energy crunch offers the clearest illustration. Low water levels on the Danube have restricted cooling capacity at the Cernavodă nuclear plant, prompting authorities to use controlled explosions to improve flow. Carmakers Dacia and Ford have responded by suspending production until 19 August. Both operate large manufacturing operations that sit within or adjacent to Romania’s network of industrial and special economic zones designed to attract foreign investment and support export activity.
These facilities rely on stable electricity and just-in-time component flows. Even short interruptions raise unit costs, delay shipments and erode the cost advantages that free-zone regimes are meant to deliver. With temperatures remaining elevated and water levels near record lows, the risk of further curtailments remains high. Similar pressures are visible along other river systems that feed inland logistics corridors serving free zones in Hungary and the western Balkans.
Wildfire and Heat Disruptions in Southern Europe
In Spain, France, Italy and Greece, wildfires and extreme heat are imposing different but related costs. Spain’s zonas francas, including major sites in Barcelona, Cádiz and Vigo, operate in regions that have seen large areas burned and repeated high-temperature alerts. Heat reduces outdoor labour productivity and raises cooling demand inside warehouses and production halls. Fire-related road closures and air-quality restrictions can delay truck movements between ports, free zones and hinterland suppliers.
France’s record wildfire in the Gironde region, which forced the evacuation of more than 224,000 people, has already demonstrated how quickly logistics corridors can be interrupted. Although the main Bordeaux metropolitan area avoided direct damage, the episode underscores the vulnerability of port-adjacent free-zone activity when regional infrastructure is under pressure. Greece’s intense fire season around Athens and other sites has similarly strained emergency resources and transport capacity in a country whose free zones and industrial parks support both manufacturing and logistics.
Italy’s special economic zones in the south, promoted as tools for regional development, face comparable exposure. High temperatures and fire risk complicate labour management and increase the cost of maintaining continuous operations in facilities that already operate under tighter margins than northern European competitors.
Logistics and the Inland Corridor Problem
Drought-driven reductions in navigable water on the Danube and other rivers affect the cost and reliability of bulk and container movements that serve free-zone tenants. When barge capacity falls, freight shifts to road and rail, raising costs and adding congestion precisely when heat is already stressing road surfaces and railway tracks. For free zones that market themselves on efficient multimodal access, these disruptions undermine a core selling point.
Data from earlier heatwaves this summer suggest labour productivity can decline by roughly 3 per cent for every degree Celsius above critical thresholds in the 30–35°C range. Energy demand for cooling rises in parallel. Multiplied across hundreds of free-zone and special-zone sites, the cumulative effect on output and competitiveness is material even if individual facilities avoid catastrophic damage.
Structural Implications for Zone Policy
European free zones have historically competed on customs facilitation, tax treatment and proximity to markets. Climate-driven operational risk is now emerging as a new variable. Zones located in southern and south-eastern Europe face higher exposure to heat, fire and water stress than those in cooler, more stable regions. Investors evaluating long-term commitments will increasingly weigh not only fiscal incentives but also the resilience of energy supply, water availability and logistics continuity.
Policymakers face a parallel challenge. Special economic zones were designed to accelerate investment and employment. If extreme weather repeatedly interrupts production or raises operating costs, the net benefit of the regime declines. Adaptation measures—backup power, improved cooling, diversified logistics routes and better integration with national emergency systems—will become part of the competitive package that successful zones must offer.
The current season does not threaten the existence of Europe’s free-zone network. It does, however, reveal the degree to which these specialised economic spaces remain dependent on the reliability of the wider infrastructure and climate systems around them. For FTZ operators and tenants, the lesson is practical: resilience is no longer a secondary consideration.
