BASF Expands Missouri Footprint With New FTZ 102 Subzone Covering Three Sites
FTZ News: The Foreign-Trade Zones Board has approved subzone status for BASF Agricultural Solutions facilities in Fenton and Palmyra, Missouri. The designation lets the sites operate under foreign-trade zone rules but does not by itself authorize production, according to a notice published Nov. 3 in the Federal Register.
The St. Louis County Port Authority, grantee of Foreign-Trade Zone 102, submitted the application on behalf of BASF Agricultural Solutions US LLC. The Foreign-Trade Zones Board’s executive secretary docketed the application on May 11, 2026, and public notice inviting comment followed on May 14. On Oct. 29, 2026, the executive secretary approved the application to establish Subzone 102I.
The application listed three sites: 3.89 acres at 2092 Fenton Logistics Park Boulevard in Fenton, and 57.5 acres at 7405 County Road 328 and 168 acres at 3150 Highway JJ, both in Palmyra. The approval is subject to FTZ 102’s 2,000-acre activation limit. Activation is the step that lets the company begin zone operations at the sites.
A separate notification of proposed production activity for agricultural fungicide and herbicide products was received by the board on Jan. 26, 2026. It lists Revysol Fungicide and Kixor Herbicide among the finished products. The subzone approval does not address that request.
The application followed the board’s standard process: docketing, public notice, review by an FTZ staff examiner, and approval by the executive secretary under delegated authority.
