Texas Utility Seeks Production Authority for Gas-Fired Power Plant in FTZ 155
FTZ News: Kerrville Public Utility Board Public Facility Corporation has asked the U.S. Foreign-Trade Zones Board for authority to assemble a natural gas power plant at its facility in Garwood, Texas, within Subzone 155F.
The notice, received Oct. 19 and published this week, covers a reciprocating internal combustion engine generation facility. The company would bring in engines for stationary power generation, along with flywheels, base plates and three-phase synchronous alternators. Duty rates on those parts run from free to 2.4 percent.
Some of the steel and copper components could face additional duties under Section 232 of the Trade Expansion Act or Section 301 of the Trade Act of 1974, depending on country of origin. Where those duties apply, the materials would have to enter the zone in privileged foreign status, with duties determined by their condition at the time of admission.
Subzone 155F was approved on Oct. 13 for a 50.87-acre site at 3241 Highway 90 Alt. The production request is limited to the specific components and finished plant described in the filing.
