FTZ 123: Metal Container Notifies Board of Production Plans at Multiple U.S. Plants
FTZ News: Metal Container (MCC) LP has submitted a notification of proposed production activity to the U.S. Foreign-Trade Zones Board for its facility in Windsor, Colorado, within FTZ 123, according to a notice published Thursday.
The company proposes to use imported aluminum body stock to manufacture empty beverage can bodies. The aluminum material carries a listed duty rate of 3 percent, compared with 5.7 percent for the finished product. Depending on the country of origin, the aluminum is also subject to duties under Section 232 of the Trade Expansion Act of 1962 and Section 301 of the Trade Act of 1974. Applicable decisions require the material to be admitted to the zone in privileged foreign status.
The Board is accepting public comments on the proposal through December 1.
MCC LP submitted similar notifications the same day for facilities in New Windsor, New York; Riverside and Jurupa Valley, California; Oklahoma City, Oklahoma; and Jacksonville, Florida.
Under privileged foreign status, any duties payable are determined by the classification and condition of the merchandise at the time of admission to the zone.
