China Unveils 16 Measures for Hainan Free Trade Port
FTZ News: China has released 16 measures aimed at making it easier for foreign companies and professionals to work in the Hainan Free Trade Port, according to a circular issued by several central government agencies.
Foreign physicians licensed to practice overseas may obtain permits to provide clinical diagnosis and treatment services in Hainan for up to three years, with extensions available under relevant regulations. The rules also call for simpler work permits and residence procedures for foreign nationals. Companies will be able to use bonded facilities at the island’s LNG receiving terminals, and Hainan will be supported in handling LNG futures delivery once contracts are listed.
Other steps include expanding bonded maintenance and allowing certain remanufactured goods to enter mainland pilot free trade zones. Those goods will be subject to applicable import tariffs, value-added tax and consumption tax, and must meet the same technical standards as new products while carrying clear labels. The measures also encourage more use of the yuan in barter trade.
The circular was jointly issued by the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Ecology and Environment, and the General Administration of Customs. Hainan began island-wide special customs operations in December 2025. In the first three quarters of 2026, the province’s goods trade rose 49.8 percent to 285.44 billion yuan, while new foreign-invested firms increased 38.6 percent in the first half of the year./.
