Wisconsin’s FTZ 266 Adds TekniPlex Healthcare Site, but Manufacturing Approval Remains Pending
FTZ News: A Tekni-Plex Flexibles facility in Madison, Wisconsin, has been approved for foreign-trade subzone status. The designation lets the site operate under foreign-trade zone rules but does not by itself authorize manufacturing.
Dane County, grantee of Foreign-Trade Zone 266, submitted the application on behalf of Tekni-Plex Flexibles LLC, which does business as TekniPlex Healthcare. The Foreign-Trade Zones Board’s executive secretary formally docketed the request on June 1, 2026. A public notice was published in the Federal Register on June 3, and public comments closed July 13. On Oct. 29, the executive secretary approved the subzone, designated Subzone 266C.
The subzone covers 10.45 acres at 6002 Femrite Drive and is subject to the existing activation limit of Foreign-Trade Zone 266. A subzone is a site separate from the main zone that a single company can use under zone procedures. Activation is the step that allows the company to begin zone operations there.
A separate notification of proposed production activity for coated nonwoven materials used in healthcare applications was filed by Tekni-Plex Flexibles for the same facility. The board received it on March 26, 2026, and it was published April 1. It remains under review.
The application followed the board’s standard process: filing by the zone grantee, public notice, review by an FTZ staff examiner, and approval by the executive secretary under delegated authority. Any manufacturing at the site would require separate authorization from the board. The notices do not say how many people work at the site.
