St. Charles County’s FTZ 102 Bid Clears First Hurdle, but Approval Is Still Pending
FTZ News: St. Charles County, Missouri, has cleared one step in its effort to join the St. Louis Foreign-Trade Zone No. 102, with no public comments filed against the application. The proposal would bring the county into the service area of FTZ 102 under the Alternative Site Framework, giving local businesses a route to seek federal zone status.
Michael Hurlbert, director of community development, told board members that outside counsel had confirmed the Foreign-Trade Zones Board received the application materials. Counsel is also coordinating with Customs officials in St. Louis, and letters of concurrence have been submitted.
FTZ Board staff are expected to prepare a report recommending approval within one to two months. The report would then go to the Treasury Department, Customs and the Commerce Department for final signatures. The timetable is not a final approval, and companies in St. Charles County would still need to obtain site designation and activation before using FTZ procedures.
Once activated, eligible sites can defer duties on imported inputs and generally avoid duties on goods re-exported abroad. The county has also been working with the Economic Development Council on how to introduce local businesses to the programme if the expansion is approved. Under the Alternative Site Framework, the shorter activation process could make it easier for companies to begin using the zone without waiting through a longer application process.
For now, the application has passed the public-comment stage, but the remaining agency reviews will determine whether St. Charles County joins the existing St. Louis zone./.
